[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide capital program management and program controls management and implementation service to develop plans for capital project and capital program controls process optimization, software implementation, data analytics, reporting, procedural updates, and training to the government authority located in Cincinnati, OH.
- Provide comprehensive capital program controls staffing and management. This includes scheduling, cost estimating, cost accounting, estimating and key performance indicator tracking, and data analytics and report development.
- Review existing capital program controls and project controls procedures, software tools, and program and project reporting. In addition, a review of the cost and scheduling aspects of program control, the review may include a review of procedures in one or more of the following areas: document control, risk and change management, QA/QC, construction management, design management, acquisition and right-of-way, permitting, modeling, and other aspects of capital program.
- Make recommendations to optimize program controls and project controls procedures. Based on the review performed and industry best practices, the consultant may also be asked to make recommendations in the areas of document control, risk and change management, QA/QC, construction management, design management, acquisition and right-of-way, permitting, modeling, and other aspects of capital program.
- Make recommendations to optimize existing and support the implementation of new capital program controls and project management software tools to support the capital program and reporting needs.
- Develop and implement a robust program controls dashboards and reports.
- Provide support during implementation of any software updates, modifications, or customization.
- Provide other program and project management support as appropriate for implantation.
- Develop and provide training as necessary to support the capital program.
- Facilitate transition of program controls work to employees. This may include training, job classification and salary research, and development classification specifications, job aids, and procedures.
(2) All questions must be submitted no later than September 25, 2018.
(3) Contract term will be four years.
