Government Authority located in Cleveland, Ohio; USA based organization looking for expert vendor for federal lobbying consulting services.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide federal lobbying consulting services for followings services to the government authority located in Cleveland, OH.
• Identify and anticipate legislative and public policy issues as well as possible regulation that impact public transportation and GCRTA plans, programs and projects.
• Identify potential opportunities for legislative and public policy development in transportation research, deployment, funding, programs and projects.
• Coordinate with appropriate GCRTA staff to provide guidance on prioritizing federal legislative and public policy goals and advise as needed on federal grant applications.
• Communicate and coordinate with other transit, transportation, communication, and energy agencies and with other organizations that interact with the transit and
transportation industry.
• Represent GCRTA by responding to questions/concerns of members of Congress, regulators and their staff on public transit issues. This includes the preparation and presentation of GCRTA positions before Congressional Committees, working groups, state agencies or other forums.
• Attend and participate at Metropolitan Rail Discussion Group (MRDG) meetings as
requested to represent GCRTA.
• Monitor the federal legislative process and alert GCRTA staff of legislative developments, and federal funding opportunities, including introduction of legislation and scheduled hearings that could affect GCRTA’s legislative agenda.
• Provide regular progress reports to GCRTA staff on a monthly basis and more frequently as needed. Further, provide additional communication directly as new and timely issues arise that may be acted on in a prompt manner.
• Draft proposed legislation and perform related research.
• Draft and/or review GCRTA responses to legislation and administrative actions
(2) All questions must be submitted no later than February 20, 2019.
(3) Contract period will be for two years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
