[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide laboratory information management system for improve the data flow in the Laboratory and improve customer service by providing improved querying, reporting, and functionality which will allow to be able to respond to customer queries and needs in a timely manner, reporting and analysis functionality through a suite of standard reports, ad hoc reporting, search/inquiry functionality or other proposed software tools, access to data and extracts, ability to create files that can be sent to external agencies, business ability, financial responsibility, and specific experience related to the work requirements, ability to use and allocate the appropriate storage type based on predetermined business criticality, Manage the Project, reduce the dependence on IT developers to make basic changes to the system such as field updates and overall reduce staff cost and lag time, ability to implement functionality that could not be used in the past due to an aging system platform, ability for an end user to make changes to the system without utilizing IT staff and going through an entire release, Improved system performance and less down time for releases will increase productivity and timeliness for users of the system, rule-based system to determine the format and timing for user notification of results, track the costs of laboratory operation, including consumable, labor amortization, and other fixed costs, record large datasets and interface with legacy systems, capture industry standards for coding, billing, document generation, and interface formats, ability for users to create queues or workflows that alert them of cases in the system, real time data analysis using ad hoc queries and canned reports, engagement to continuous improvement, reliability and customer service daily, providing the State with the best value/competitive pricing in business products and related services, migrating systems, environments, configurations and Contractor supplied programs from development and testing environments into production environments, process of transferring data between computer storage types or systems which in some cases may require to convert file or record formats, expanded descriptions for error messages, check-point recovery capability to restore data files after a system failure, interface or import existing data, tracking preventative maintenance, calibration and repair records for laboratory equipment, transfer data to and from another record management system and ability for internal only comments.
(2) A pre-proposal conference date will be held on July 12, 2019.
(3) All questions must be submitted no later than August 2, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
