[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) vendor needs to provide mobility counseling and landlord recruitment services to encourage families receiving such voucher assistance to move to lower-poverty areas and expand access to opportunity areas to the government authority located in Cleveland, OH.
- Case-management: The consultant will provide case management-like support to voucher holders and serve as the primary point of contact on all housing search-related issues, the consultant will meet with voucher holders on an ongoing, as-needed basis to enable the voucher holders to secure housing that meets their needs during the voucher period,
- Client outreach- the consultant will conduct, in coordination, outreach to prospective eligible households for participation in the services, the consultant will be responsible for collaborating to conduct outreach to the target population, including through participation at program briefings, dissemination of written and electronic information about the services, and outreach through related forums, events, and media listings,
- Housing search training: the consultant will conduct training sessions on all aspects of the housing search process, including education on effective search techniques, housing search resources, training clients on presenting themselves in the best possible light to landlords, interview skills, landlord/tenant and fair housing rights and responsibilities, role-playing sessions, and other methods to educate and empower clients to become their own housing search specialists,
- Housing search assistance: the consultant will conduct housing searches for rental properties matching client needs and goals in specified housing mobility neighbourhoods and provide street maps and neighbourhood information, including but not limited to well-performing schools, public transportation, available community services, and neighbourhood crime statistics,
- Housing presentation visit: if needed, the consultant will escort families to client-selected rental properties in designated mobility areas for consideration and conduct preliminary inspection and walk-throughs of units to determine,
- Client advocacy: for clients seeking to lease in designated mobility areas, the consultant will assist clients throughout the leasing process, including in landlord negotiations, assistance in completing the lease application and required paperwork, pre-move-in counseling, including assisting the client in understanding information related to payment and housing standards, and assist the client in coordinating unit inspections and obtaining the lease and access to the unit,
- Case management record keeping and reporting: the consultant will maintain continually updated files for all clients being provided with housing support services, which will include, but is not limited to, information on all activities related to each client family, the types of services provided, and performance outcomes,
- Landlord outreach and recruitment. the consultant will be responsible for landlord outreach and recruitment to encourage participation in the program by developing a network of participating landlords, property managers, and owners in designated mobility areas, performing internet-based search for housing and solicitations for landlords; onsite visits and solicitations, attending meetings of local landlord associations, delivering presentations and speaking engagements at landlord association meetings and advertising in landlord association publications and newsletters.
(2) All the questions must be submitted no later than July 26, 2019.
