[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide wastewater biosolids and solid waste organics collaborative services for bio-solids to the government authority located in Xenia, OH.
• Project Management and Administration: Consultant will establish, manage, and administer the project protocol and procedures in coordination with contracting agent.
- Consultant will coordinate project status with the designated
Project Manager and submit associated monthly project invoice and include a concise project status
report.
• Gather and Review Existing Loadings Data:
-Consultant will work with the Counties to identify wastewater treatment plants and commercial
organics producers in Southwest Ohio which may participate in the development of and direct
their biosolids and organics to a regional handling facility.
- Consultant will work with the Counties and commercial producers to gather available biosolids and
organics handling data for approximately the last 3-5 years for those producers identified
• Develop Conceptual Strategies for Regional Biosolids Management: Consultant will work with the Counties to identify approaches for conveying, receiving, processing, and disposing of biosolids, commercial grade food waste, and other organic materials.
- Consultant will work with the Counties to select those biosolids and organics conveyances, receiving, processing, and disposal approaches which are considered viable and merited for further evaluation.
- Consultant will work with the Counties to develop up to five conceptual strategies comprised of
one or more selected approach option for conveying, receiving, processing, and disposing regional
biosolids and organics.
• Evaluate Conceptual Strategies and Shortlist Regional Biosolids Management Alternatives: Consultant will work with the Counties to develop a high-level comparative scoring and criteria
weighting system to rank the conceptual strategies based on these criteria.
- Based on the selected conceptual level criteria and scoring and weighting system, the Consultant will work with the Counties to evaluate each conceptual strategy across each criterion. Based on the
resulting comparative scores, the conceptual strategies will be ranked.
- Consultant will prepare a technical memorandum summarizing the development and evaluation of
the conceptual strategies for regional biosolids and organics management. A draft of the technical
memorandum will be submitted for review by the counties and any other county appointed
participants.
(2) All the questions must be submitted no later than November 14, 2019
(3) Mandatory pre-proposal conference will be held on November 7, 2019
