[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide advice to the District regarding financial planning and debt issuance
as requested to the government authority located in Ohio.
- Assist in selection of professional services, i.e.: developing RFP’s for underwriters, bond counsel, etc.
- Advise the District regarding bond market conditions, timing of sales, etc.
- Develop and implement a rating and bond issuance strategy.
- Provide technical and logistical support for, or in contemplation of, the issuance of debt and coordinate efforts with other professionals and service providers.
- Assist in the preparation of or review of borrowing documents and offering documents to provide advice regarding credit considerations and security and prevailing market practices.
- Document, review and advocate on behalf of the district throughout the sale.
- Discussion of the firm’s municipal advisory experience necessary to assist issuers
- Assist in the development of financing objectives, policies, and benchmarks. Provide recommendations of new policies.
- Review of District’s long-term financial planning model. Assist District staff during rate setting process as needed.
- Provide ongoing review and analysis of the District’s debt portfolio and identification of refunding opportunities.
- Demonstration of the firm’s knowledge of local political, economic, legal or other issues that may affect the proposed financing.
- Amounts and types of insurance carried, including the deductible amount, to cover errors and omissions, improper judgments, or negligence.
(2) All the questions must be submitted no later than April 9, 2020
(3) The contract period will be for one year.
