[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide, design, develop and implement an internal tracking system for the city’s department of weights and measures weights and measures, system should incorporate both the data entry standpoint from inspections and then using those results as a basis for billing, the weights and measures section currently uses a database application for primary business inspections and functions.
- The software system and all of its components must be a fully automated, scalable and adaptable system and delivered as a turnkey system.
- The application design and application language environment must be modular and flexible and support easy extensibility so that new functions and capabilities can be added without large-scale reprogramming.
- Industry standard software must be used; all newly developed software must be based on industry-accepted standards and methodologies.
- The application and database server layers can be designed to exist on a single hardware platform.
- All data must be maintained in a single, common database that can be accessed by members of the staff based on specified access privileges.
- A backup mechanism for all on-line databases must be included with the system.
- The system architecture must be scalable and reliable at the level of the relational database management system.
- The system must be designed with sufficient capacity to process and store inspection data and other materials, such as document images and digital photographs, in the volume required to support both present and future workloads.
- The system must provide an acceptable response time for user queries, report generation, general data entry and ad hoc reporting.
- The system should have an outward facing application that businesses can log in and see their inspections and invoices.
- The system must produce an inspection form for the business at the time of the inspection, and must use the inspection results as the means for billing information and web payment.
- The system must be Payment Card Industry (PCI) compliant.
(2) All questions must be submitted no later than December 7, 2018.
(3) A contract term will be for one year.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
