[B] Scope of Service:
(1) Vendor needs to provide, design, develop and implement an internal tracking system for incorporate both the data entry standpoint from inspections and then using those results as a basis for billing, fully automated, scalable and adaptable system, and delivered as a turnkey system, scalable and reliable at the level of the relational database management system, designed with sufficient capacity to process and store inspection data and other materials, such as document images and digital photographs, in the volume required to support both present and future workloads, acceptable response time for user queries, report generation, general data entry, and ad hoc reporting, ease of access for weights and measures staff, support multiple levels of access privileges based on user roles, designed to be modular and flexible in order to support future enhancements and additional functionality, allow users to scan in, index, store, retrieve and print hardcopy documents, such as special reports and photographs, on-screen viewing and/or printing, as well as for electronic transmittal, support receiving and tracking payments, and maintaining and reporting on payment history, automatic type checking of all data fields with fixed formats for verification that user-entered data is of the correct format, support importing data from other standard applications, capability for inspectors to enter complaints into a database and be able to categorize the type of complaint, status of the investigation, and completion time to resolve the issue, web based and available for customers to view and pay invoices online, support for the creation of basic monthly and annual reports and other documents, ability to keep track of the invoices from both a paid and unpaid perspective.
(2) All questions must be submitted no later than December 7, 2018.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
