[B] Scope of Service:
Vendor needs to provide marketing and communications research services.
- Review the landscape by reflecting on the history, interactions, and relationships and identify challenges and opportunities that set the stage for engagement of and communication with target audiences in order to develop project scope and context within the early childhood arena.
- Conduct research to help inform messaging and community engagement plan(s). Research goals for a state-wide needs assessment must include:
• Audience - Identify who is getting services and who is not of those eligible for services (i.e. pregnant women and caregivers of children under the age of three).
• Messaging - Words and phrases that would encourage pregnant women and caregivers of children under the age of three to engage in services.
• Messaging Channels - Identify how to reach the target audience and drive them to enroll in services through trusted channels.
• Demographics - Determine differences based on geographic location, gender, age, and other relevant socioeconomic factors.
- Identify strategies to implement and evaluate the marketing communication strategies. This will include:
• Messaging - Develop core messages as well as audience-specific messages for targeted audiences.
• Marketing - Identify the right materials (including digital marketing) and formats to reach target audiences.
• Evaluate - Provide tools to evaluate marketing and communication strategies.
- To inform marketing and communications strategy, drive consistency, and reach targeted audiences, bright beginnings have identified the following deliverables:
1. Research (surveys, focus groups, market research, etc., leveraging Hanover research, if possible)
2. Audience specific messaging
3. Media relations (pitching, media training, press conferences)
4. Collateral materials strategy - Building on existing approved materials
5. Social media strategy
6. Family, provider, funder, and other stakeholder outreach strategies
7. Service enrollment strategy
8. Paid media
9. Budget

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
