[B] Scope of Service:
(1) Vendor needs to provide technology roadmap development services to the government authority located in Cleveland, OH.
1. Develop a technology framework consisting of technology principles, a strategy for enterprise data, and a statement of vision for the customer experience
- This framework will consist of principles, based on technology best practices, and establishes a guideline for the selection, implementation, and ongoing support of technology. As such, it’s important that the framework be a sustainable document, which focuses on improving the customer’s experience, and ensures that reliable and robust data is available to drive business decisions. These principles govern various aspects of technology, such as maintaining system
compatibility, availability, resiliency, support, and currency, as well as compliance.
- Task Deliverables: Presentation of a comprehensive list of technology and data principles, and a statement of vision for the authority’s customer experience, organized into a cohesive framework that can be applied to technology decisions.
2. Perform Current State Analysis and Gap Analysis
- This task requires the review, of an inventory of the authority’s current technology and data sources to be provided by agency, and application of the established technology principles, in order to perform a gap analysis.
- The consultant may need to conduct discovery sessions with stakeholders to gain information on the organization’s business process and customer experience goals. Stakeholders will include members of the executive management team, the it department, and various departments throughout the authority. The gap analysis should clearly depict where the authority is vs. the desired state, and should identify relevant technology and possible initiatives to address the major technologies in the inventory.
- Task Deliverables: Detailed Documentation of Current State, and Gap analysis.
3. Develop Technology Roadmap
- Key Focus Areas for the technology roadmap will include: improved customer experience; improved access to data and analysis; improved cyber security; improved operational efficiency; among many others. The technology roadmap must outline the path to achieve the Authority’s technology goals in four critical areas as outlined below.
- Critical road map areas:
a. Customer-facing interactions including, but not limited to:
 - Real-time transit information,
 - Passenger information communications,
 - Fare-payment systems,
 - Mobile transit applications
b. Key administrative information systems including, but not limited to:
 - Payroll
 - Financials
 - Human capital management and recruiting
c. Key operations systems including, but not limited to:
 - Vehicle telematics,
 - Automatic vehicle location,
 - Maintenance and material systems (CITME)
 - Mobile communications
d. Business intelligence and big data including, but not limited to:
 - Strategy
 - Systems
 - Warehouse
 - Structure and deployment
- The roadmap will be based on analysis of current state, as performed in the previous task, and will include analysis of general technology trends, as well as trends specific to the public transit industry,
and a high-level cost estimate for each major initiative.
- The roadmap should prioritize initiatives into short-term, mid-term, and long-term groups, and, at a minimum, should take the following into consideration:
• Overall business benefit and value
• Initiative size and duration
• Authority’s preparedness to engage
• Relationship to or dependency on other initiatives
• High level cost estimates:
 - Initial and on-going
 - Expected ROI
- Task Deliverables: Completed technology roadmap, and presentation to executive management
