Government Authority Located in Dayton, Ohio; USA based organization looking for expert vendor for facility assessment and capital planning study services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide facility assessment and capital planning study services is to include and facilitate the following items,
- An efficient, objective Facility Assessment process that uses best practices and industry standards,
- The Facility Assessment process including project management duties, kick off meetings, costing meetings, prioritization meetings, staff review meetings, staff training, scheduling, building audits, pilot meetings, data review meetings, scheduling and escorting efforts, data sign off meetings, software training and support and more as required,
- Collect and review data such that it can be imported and used by the computerized maintenance management system (CMMS) and capital planning software,
- The survey will include a visual inspection of the building and all of the building’s architectural, mechanical, and electrical systems,
- Requirements are issues such as systems or components that are unsafe, broken/damaged, can no longer perform the intended function, are approaching or have exceeded their useful life spans, do not conform to current codes, or may be an improvement to the facility, such as an energy conservation project,
- The survey will typically include capital needs rather than operational, such as major repair to air handling unit vs. changing a filter,
- Category of equipment function, a narrative summary of asset that includes function and special features, asset location, by room number and located on plan view,
- Emergency shutoff information, Inspections of asset exteriors will include an approximate ten-foot perimeter around the asset and the areas adjacent,
- Development of a County-wide Facilities Capital Plan based upon analysis of facilities condition assessments data,
- Provide sensitivity and risk analysis using facility condition assessment data,
- Development of a prioritization model in collaboration with County,
- Establishment of an asset management framework for decision making,
- Development of benchmarks and metrics to quantify deferred maintenance,
- Executive presentations of facilities condition assessments data, analysis, business case and savings/funding opportunities, etc. to the government authority located in Dayton, OH.
(2) A non-mandatory pre-proposal meeting hold on September 11, 2019 to September 18, 2019.
(3) All questions had been submitted no later than September 20, 2019.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
