[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide employee classification, compensation, and benefits program services for a qualified consultant to perform a comprehensive review and analysis of current compensation, benefits, job descriptions and career progression structure, the consultant will also develop a plan for improving or making changes compensation and career progression structures to address future recruitment and retention need, ability to retain and recruit innovative, motivated and highly productive employees and remain as a competitive and marketable employer, the consultant is expected to utilize both internal and external data, to perform the requested study and analysis and to evaluate critical factors and conduct a comprehensive review and economic analysis of those critical factors; a narrative listing qualifications of consultant’s team members and resources assigned to the Township’s compensation and benefits analysis,
- The analysis must consider, at a minimum:
- Economic indicators, market comparison to private, public, and non-profit employers with similar size, budget, and like positions, generational trends and expectations, Job market trends,
- Wage compression between union members and non-union supervisors,
- Recommendations to improve compensation and benefit programs,
- Projected costs of recommendations and financial impact to budget,
- Plan to transition positions and adjust pay if paid above or below market trends or recommended pay ranges, effectiveness of the proposed compensation and benefits programs to recruit and retain motivated and high performing employees and provide recommendations for improvements,
- Impact to current and future budget and effectiveness of financial sustainability and compliance with all applicable local, state and federal statutes, etc. to the government authority located in West Chester, OH.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
