[B] Scope of Service:
(1) Vendor needs to provide media database and media monitoring solution vision and strategy for web-based services to aid state agencies in their media-relations efforts,
- News media, including print, television, radio, and social media, serves as the conduit to transmit this information
- Able to carry out this mission if they understand which media should be targeted to ensure the information gets to the right audience
- Utilize online media monitoring services to track coverage and provide measurements of their efforts to better understand and improve on the messages they are sharing
- Media Database—A comprehensive, web-based, searchable database of media outlets and reporters,
• Worldwide media contacts,
• Media contacts searchable by,
O Geography,
O Outlet,
O Medium (e.g. Television, radio, TV, blogs),
O Industry,
O Topics,
O Interest/related content (e.g. frequent writers on drug pricing),
O Influencers (e.g. identifying top influencers by topic),
• Continuously updated,
• Media contacts searchable by specific criteria,
- System and Application-
1. The offeror must propose a web-based solution,
2. The offeror solution must provide real time data,
3. The system must be accessible 24/7/365 apart from planned outages such as system upgrades,
4. Supported web browsers must include Safari, Internet Explorer 11, Microsoft Edge and Google Chrome,
5. The solution must not require the user to download any add-ons or plug-ins,
6. The system must be accessible using mobile devices, laptop and desktop computers,
• Continuously updated,
- Media Monitoring—A web-based service that searches for and reports on news stories, based on keyword criteria,
• Robust monitoring of media in U.S., preferably internationally, as well as,
o Articles searchable by geography,
o Historical articles or URLs archived in a searchable database,
• Monitoring of social media, including, but not limited to, Twitter, Facebook, and blogs,
• Ability to produce daily email reports,
• Analytical tools to track volume,
• Analytics that track tone, e.g. positive, negative, neutral,
• Real-time email updates,
- The solution must produce standard reports reflecting the data analysis,
- The offeror’s solution must allow users to export and manipulate all data in the system in real time, including user-configured variables based on the user’s security profile,
- Users must be able to create and edit canned reports that can be filtered on certain variables,
- The system must allow users to extract data in a variety of formats including csv, Excel, and html,
- Must to provide how they define their media reporting (design, format and types).
(2) All question must be submitted no later than November 25, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
